A steel-reinforced concrete building with steel roof could be useful. But a typical traditional or a manufactured home would most likely be a serious liability --- UNLESS --- founded FIRMLY and SECURELY just down-slope enough from high ground to put floor level at nearby ground level (even if an added deck, porch or short "causeway" would be needed to make a level entrance) AND with sturdy barn, shop, quonset or other substantial out-building nearby.
